Dufferin Aggregates Acton Quarry Extension - Summary of the Application (April 2016)

 Dufferin Aggregates landholdings and proposed Acton Quarry Extension

Dufferin Aggregates has assembled approximately 302 ha of land generally north and south of its existing Acton Quarry.

Following two years of pre-consultation, in March 2009, Dufferin filed various applications to extract 99 ha of land to the north and south of the existing Acton Quarry.

As a result of the public and agency review, Dufferin has reduced the proposed Licence Area from 124.4 ha to 65.6 ha and the Extraction Area from 99 ha to 49.3 ha. The proposed Acton Quarry Extension is located on Part of Lots 21, 22 & 24, Concession 3, Part of Lots 21 & 22, Concession 4.

The following is a summary of the Acton Quarry Extension:

  • The Acton Quarry Extension includes three Phases referred to as Phase 4, Phase 5E and Phase 5/6 West.
  • Phase 4 is located to the north of Phase 1 of the existing Acton Quarry.
  • Phase 5E is located to the south of Phase 2 of the existing Acton Quarry.
  • Phase 5/6 west is located to the south of Phase 3 of the existing Acton Quarry.
  • Aggregate extraction is proposed to commence in Phase 4 and/or Phase 5E. Phase 5/6 West will be the last area to be extracted.
  • The rock is proposed to be extracted from the proposed Extension and transported by trucks to the Existing Quarry for processing and shipping. Portable processing is also permitted in Phase 6.

  •  A comprehensive water management system and ecological/water monitoring network is proposed on Dufferin's lands adjacent to the proposed extraction area to ensure surrounding environmental features and domestic/agricultural wells are protected. See the Adaptive Management Plan (November 2014) for additional details.

  • In addition to the mitigation/monitoring plan, an Ecological Enhancement Plan is proposed to be implemented on ~117 ha of land. This includes land adjacent to the Acton Quarry Extension and lands to be rehabilitated within the Acton Quarry Extension. See Ecological Enhancement Plan (September 2014).   • As part of the Acton Quarry Extension, Dufferin has entered into legal agreements with the public agencies for the implementation of:

    •  The Adaptive Management Plan;

    • Conveyance of land to the Town of Halton Hills for public use;

    • The Ecological Enhancement Plan;

    • Revisions to the existing approved haul route to restrict truck traffic on Maple Ave from the Acton Quarry;

    •  The long term operation of the water management system; and

    • Other public benefits associated with the application.

The following is a summary of the agency review of the Acton Quarry Extension:

  • During preconsultation, a Joint Agency Review Team (JART) was established consisting of staff from the following agencies to review the application:
    • Niagara Escarpment Commission
    • Ministry of Natural Resources and Forestry
    •  Region of Halton

    • Town of Halton Hills

    • Credit Valley Conservation

    • Conservation Halton

    • An Aggregate advisor was retained by JART

    • Peer Review Consultants were retained to assist JART with the review of the application.

    • In addition to the JART members, the Ministry of the Environment and Climate Change and Municipal Affairs and Housing attended JART meetings in an advisory capacity.

  •  Based on their review, the Joint Agency Review Team issued 3 reports:

    • JART Status Report (November 2010)
    • JART Report (February 2012)
    • Final JART Report (March 2013)
  •  After the Joint Agency Review Team completed its final report in 2013, the agency review process continued and Dufferin made additional revisions to the application to address comments from the agencies, special interest groups and members of the public.

  • As a result of the agency and public review process, the following agencies have concluded that they have no outstanding concerns with the Acton Quarry Extension application:

The Acton Quarry Extension applications are now before the Joint Board due to outstanding concerns from some surrounding residents. These applications are:

  • Licence to permit the extraction of Aggregate pursuant to the Aggregate Resources Act (Licence and Site Plans)
  • Environmental compliance approval (sewage) pursuant to the Environmental Protection Act
  • Permit to take water pursuant to the Ontario Water Resources Act
